Joint Powers Agreement
The San Gabriel Valley Regional Occupational Program (SGVROP) started in 1973 with the establishment of a legally written agreement among three school districts to form a regional center. Since then, the agency has grown to include six school districts that have formed a partnership filed with the California Secretary of State. The legal structure of the organization is that of a joint powers agency formed under the auspices of Government Code Section 6500. In addition to the legal body, community-based organizations and businesses, as well as numerous public agencies, partner through written Memos of Understanding.
